EAST LIVERPOOL –Scout Solar plans to break ground this summer on the capital improvement projects which will be used to house solar panels to provide electricity for municipal use.
The company is currently finishing up projects in Maryland and waiting for AEP to approve their interconnection application, so they can connect into AEP's grid for metering. They are hoping to have clearance to proceed from AEP by the end of May.
"Everything is in place, and we are ready to move," Matt Brophy of Scout Solar said. "We are just waiting for AEP to approve our interconnection application.
The company which has contracts with East Liverpool and Wellsville plans to start on the projects in Wellsville at the end of June and start in East Liverpool once the Wellsville Projects are complete.
In Wellsville, Scout Solar will be constructing four capital improvement structures for the village: one at the wastewater plant, two at the pump stations and one at Village Hall. The project at Village Hall will be a covered parking structure.
Scout Solar will be installing 21 meters in East Liverpool. Not all of them will have a new structure to go with them such as the one for the Thompson Avenue city garage where the water department keeps its equipment. Panels will be placed on the roof of the garage. The panels for the Haywood Avenue pump station will be installed on the ground.
Capital Improvement projects with solar panels will include a new structure at the Broadway Wharf, a pavilion on Sixth Street and two new structures at the waterworks, one at the Lore Avenue pump station, four at the wastewater plant, one at the city garage building.
Once work is started in East Liverpool, the city will complete larger projects first then move on to the planned smaller projects.
Per the contracts signed, the projects in both East Liverpool and Wellsville will need to be completed by October.
During its May 1 meeting, East Liverpool City Council, adopted a resolution saying that during that work on the structure at the water facility, Scout Solar would not construct anything that would impede with the EPA's (Environmental Protection Agency) access to the waterlines which the city will have to work on replacing.
The East Liverpool Council's Planning and Expansion Committee is currently having discussions on presenting a resolution to council to give the mayor full authority to oversee the projects and approve or deny any decisions as he fits while moving forward with the projects.
According to Brophy, this is to streamline the process and so Scout Solar does not have to wait for council each month to present and wait for decisions.
Scout Solar has discussed the possibility of using solar power with Liverpool Township Trustees and the East Liverpool City Schools Board of Education (BOE).
According to Brophy, Liverpool Township Trustees want to see the projects in East Liverpool before they commit to anything. The BOE has expressed interest in a new bus garage with solar but has not moved forward with anything yet.
